Firearm Transfer Information

IPS will process firearms transfers – both Title 1 (regular firearms) and Title 2 (NFA/Cl 3 firearms) for individuals who have purchased them from other dealers or individuals outside of Virginia.

Individuals wishing to use IPS to complete these transfers are required to fill out the form below, with all of the information requested, read the conditions of the transfer, and hit the “Submit” button at the bottom of the page to indicate acceptance of these terms, and to send the info to IPS.

IPS will then receive the firearm from your seller and will contact you to affect the transfer to you.

For Title 1 (normal rifles, pistols, and shotguns) the procedure is as follows

1. Have your seller ship the firearms to us at the below address. Shippers who are not FFL dealers are not required to have a copy of our FFL license so do not ask us to send them a copy. We will email a copy of our FFL to legitimate FFL dealers, so please provide us with their email address.

2. When the firearm comes in, we will contact you to arrange an appointment for you to meet up with us to fill out the Federal and State paperwork, for us to conduct an Instant Background Check with the Virginia State Police, and for you to get your firearm.

3. For Civilian purchasers, the fee for this transaction is $75.00 plus the $2 State Police Background Fee, payable at pickup, in cash.

4. For Military (Active Duty, Reserve or Retired) and Law Enforcment, the fee is $50 plus $2 State Police Background Fee, payable at pickup, in cash.

For Title 2 (NFA/CL 3 rifles, shotguns, machineguns, silencers, etc) the procedure is as follows

1. Provide us with the contact information of the individual/CL 3 dealer who has your item (email is best) and we will provide them with a copy of our FFL & SOT.

2. The owner/dealer will then fill out the ATF paperwork to transfer the item to IPS. NOTE: YOU are responsible for any ATF taxes that occur at either end. If you are buying an item from an individual, there will likely be a $200 ATF tax to transfer the item OUT from them, and there will always be a $200 ATF tax to transfer from IPS to YOU.

3. If you are purchasing from a CL 3 dealer, they will know how to fill out the ATF paperwork and transfer the item to us without any problem. If you are purchasing from an individual, they may not know how to fill out the ATF paperwork. If that is the case, we can type up the paperwork for them, for a fee of $100.00. In order for us to do this, we must have a copy of the current ATF paperwork for the item you are purchasing. Please have the current owner forward that to us, by email or mail.

4. Once the item is approved for transfer by ATF, the owner will receive that approved paperwork back in the mail from ATF. The owner will need to send us that ORIGINAL APPROVED FORM (they should keep a copy for themselves), and ship the form, with the firearm to us at the following address:

5. Once we have the firearm in hand, we will then type up the ATF paperwork to transfer the item from IPS to YOU. The fee for this service is $100.00. We will send you a package of information along with the required paperwork for you to sign, date, and take to the local Police/Sheriff for signature, as well as 2 fingerprint cards that you will need to have filled out.

6. Once you have the paperwork competed, return it to us by mail. Along with the paperwork, we will also require the payment of our $100.00 transfer fee, as well as payment of the $200 ATF tax (we prefer that this be in a single $300.00 check made out to International Police Supply – we will then write the $200.00 check to ATF).

7. The paperwork will take between 6-8 weeks to come back approved from ATF. Once we have the approved forms in hand, we will contact you to arrange an appointment for you to meet up with us to fill out the Federal paperwork and for you to get your firearm.

Transfer Fees:

Title 1 Firearm - $75.00 + $2 Background Check

Title 1 Firearm (Active Military or Active LEO) - $50 + $2 Background Check

Title 2 Firearm - $125.00

Title 2 Firearm plus have IPS fill out Seller's transfer paperwork - $200.00



IMPORTANT NOTES ABOUT FIREARMS PICKUP

IPS is not a secure storage locker for your personal firearms. We expect customers to pick up their firearms expeditiously once they are notified by IPS that the firearm is in, or that the ATF paperwork has been approved. We also expect that customers will fill out their portion of the ATF forms expeditiously once they have been sent the paperwork package by IPS.


Accordingly, we have instituted the following Firearms Transfer Policy:

1. Customers will have 30 days to pick up a Title 1 firearm once they are notified that the firearm has arrived at IPS. This will be an appointment that will be made at the customer & IPS's convenience.

2. Items left over 30 days from notification by IPS will incur a $15/week storage fee that must be paid before the firearm is released to the customer. Once fees accrue in excess of $360.00, the item will have been deemed forfeited by the customer and IPS will sell the item to recoup the storage fees.

3. Customers transferring a Cl 3 item will have 60 days to complete the ATF paperwork once it is sent to them by IPS.

4. Once the ATF paperwork is properly filled out and returned to IPS and IPS sends that paperwork to ATF, the clock stops. It restarts again when the approved paperwork is received back from ATF and IPS notifies the customer that the firearm is available to pick up. Customers will then have 30 days to pick up their Title 2/Class 3 firearm. This will be an appointment that will be made at the customer & IPS's convenience.

5. Title 2/Class 3 Items left over 30 days from notification by IPS will incur a $15/week storage fee that must be paid before the firearm is released to the customer. Once fees accrue in excess of $360.00, the item will have been deemed forfeited by the customer and IPS will sell the item to recoup the storage fees.
